Local Emergency Planning Committee         Minutes for Meeting of May 14, 2008

Present::      Dorene Schulze, Mike Nelsen, Kevin Christensen, Dave Nance, Susan Thompson, Nancy Wallace, Dee Isaacson, Deloss Everton, Laron Woods, Kimberly Giles,      Kathy Conrad, Janet Bass, James T. Grover

 

Previous Mtg Minutes Approved:

Chairperson Dorene Schulze welcomed everyone at 0903 hrs, asking for approval of the minutes.

A motion was made by Mike Nelsen and 2nd by Dee Isaacson, with all voting in favor.

 

State:

Kimberly Giles passed out the Homeland Security Fact Sheet.

You can still sign up for the HazMat Conference May 27 – 30 at Snow College.

HLS is working with the State Dept of Health on expanding the Volunteer Database/Registry which will help local jurisdictions manage volunteers when responding to disasters. It’s a good idea for volunteers to have taken ICS 100 & 700.

Kimberly also reminded the group that businesses need to take ICS 100 & 700.

 

Health Department:

Kevin Christensen passed out the U.S. Dept. of Health and Human Services Guide for Leaders & Responders in Emergency Response for the different agencies to use as a resource.

 

Homeland Security:

Dave Nance said they met with the 4 region coalition committee and they have another meeting tomorrow on the GAP Assessment. The grant money has been released so they will work on it together.

 

HazMat Team:

Kevin Christensen passed on that Randy Wilde was away at training and Greg Martz was responding to a fire. Also, there were 3 recent hazmat spills; the train vs tractor accident in Deweyville, the gas tank punctured in the crusher at Western Metals and someone burning weeds off a ditch got too close to a gas tank. Randy Wilde is now on a statewide committee on Meth.

 

Laron Woods reported on the upcoming ARES Field Day 24-hour operation (amateur radio)  June 28th & 29th, a Sat/Sun in front of the Tremonton City Offices. Dinner starts at 1730 hours on Saturday so come out and see the operation and equipment. If you are interested in attending or have any questions, get in touch with Laron at laronfred@frontiernet.net   Kimberly also said there is a HamFest at the Browning Armory on June 7th in Weber County.

 

Doreen introduced Nancy Wallace with the Red Cross who is sitting in for Peggy today.

 

 

 

 

Doreen asked for discussion on the by-laws and the terminology of “Director” came up. Doreen said she talked with Mike Riley after emailing the by-laws to him and he said they looked fine. The way we worded it follows what other counties are doing and we may just need a clarification on terminology.  It was decided:

 

where By-Law Two (H) says “a designated LEPC representative, as designated in the County Hazmat Plan, will act as the On-Scene Coordinator (OSC) to advise local/county officials…” will be changed to “a designated LEPC representative, as designated in the County Hazmat Plan, will act as the On-Scene LEPC Representative to advise local/county officials…”

 

where By-Law Five, Section 3 says “The Chair and/or Vice-Chair and Director shall be present at meetings of the Committee and of the Executive Committee.” will be changed to “The Chair and/or Vice-Chair and Director, or his designated representative, shall be present at meetings of the Committee and of the Executive Committee.”

 

A motion was made by Dee and 2nd by Janet to approve the LEPC By-Laws with the above changes made and all voted in favor.

 

Doreen mentioned the LEPC website which will have the minutes, agenda, links, etc. Go to the Box Elder County website, then Sheriff’s Office, then LEPC.

 

Next Meeting                                                                                                                                           The next LEPC Meeting is scheduled for June 11, 2008 at 9am at the Bear River Health Dept.
