The Board of County Commissioners of Box Elder County, Utah met in a work session at the County Courthouse, 01 South Main Street in Brigham City, Utah at 8:00 a.m. on OCTOBER 04, 2005. The following members were present:

APPROVAL OF MINUTES


THE MINUTES OF THE REGULAR MEETING OF SEPTEMBER 27, 2005 WERE APPROVED AS WRITTEN ON A MOTION BY COMMISSIONER DAVIS, SECONDED BY COMMISSIONER HANSEN AND THE MOTION CARRIED WITH ONE ABSTENTION BY COMMISSIONER REES.

Commissioner Rees asked about forming a task force. County Planner Garth Day will coordinate with Representative Menlove and Commissioner Rees make recommendations in subsequent meetings.

MOTION: A motion was made by Commissioner Davis to have Bill Gilson contact the vendors with the lowest bid per herbicide line item. He will verify the herbicide specifications for the required active ingredients, proper labeling for applications and appropriate container size and make sure they meet bid specifications and allow Bill Gilson to purchase the chemicals. The motion was seconded by Commissioner Rees and unanimously carried.


NATIONAL DOMESTIC VIOLENCE AWARENESS MONTH PROCLAMATION – BRAD DRAKE, YCU


Brad Drake, Executive Director of Your Community in Unity, presented a proclamation declaring October as National Domestic Violence Awareness month. There were many Board Members and staff present. Brigham City Mayor LouAnn Christensen and Tremonton Mayor Max Weese were in attendance showing their interest and support of domestic violence awareness. Mayor Christensen signed the proclamation at her Council Meeting. Mayor Weese was invited to sign the proclamation to show his endorsement as well.




Brad Drake said currently there are one in three women that are national victims. In 2004 YCU serviced 360 women and children who were products of domestic violence. Nearly 13% of women 17 years of age call the crisis hotline looking for answers. He said over the last 10 years one-half of all female murder victims were victims of domestic violence. Domestic violence has escalated over time.


Mr. Drake then read the following proclamation: (See Attachment No. 2 – Proclamation.)


MOTION: A motion was made by Commissioner Rees to sign the proclamation declaring October 2005 as Domestic Violence Awareness Month. The motion was seconded by Commissioner Davis and unanimously carried.


WARRANT REGISTER – COMMISSIONERS


The warrant register was signed, and the following claims were approved for payment: Claims number 39831 thru 39919 in the amount of $154,000.89.


PERSONNEL ACTIONS – COMMISSIONERS

OTHER BUSINESS


County Planner Garth Day presented a check to the Commissioners in the amount of $100,000 which is the initial option payment for the Pioneer Care Center. He said at this point all of the nursing home’s monthly rent payments will stop. The County will receive 9% interest on the contract balance. Mr. Day said we would be closing right after the first of the year.


ADJOURNMENT


A motion was made by Commissioner Rees to adjourn. Commissioner Davis seconded the motion, and the meeting adjourned at 9:55 a.m.
