                               BOX ELDER COUNTY COMMISSION

The Board of County Commissioners of Box Elder County, Utah met in a work session at the County Courthouse, 01 South Main Street in Brigham City, Utah at 8:00 a.m. on AUGUST 02, 2005.  The following members were present:

The work session adjourned at 8:59 a.m.

 

The regular session was called to order by Chairman Hansen at 9:00 a.m. with the following members present, constituting a quorum:

APPROVAL OF MINUTES

 

THE MINUTES OF THE REGULAR MEETING OF JULY 26, 2005 WERE APPROVED ON A MOTION AS WRITTEN BY COMMISSIONER DAVIS, SECONDED BY COMMISSIONER REES AND UNANIMOUSLY CARRIED.

FOLLOW-UP BUSINESS

 

Wheat and Beet Parade

 

Chairman Hansen will handle and represent the Commission.

 

Portage Parade

 

Commissioner Rees will represent the Commission at the Portage Parade on August 20.

 

REPORT TO COMMISSIONERS/USU EXTENSION OFFICE – DIANE REESE

 

Northern Region Director Diane Reese informed the Commissioners that the new County Director for the USU Extension Office will be Mike Pace.  It has been Lyle Holmgren, and in 3-5 years they will change it again to Ann Henderson.

 

Commissioner Rees expressed appreciation for Lyle Holmgren, Mike Pace and Ann Henderson.  She said the County has a great set of County Agents.

 

BEAR RIVER VALLEY CENTER REQUEST – ERIC PACKER

 

This item was postponed.

 

WEBER BASIN WATER CONSERVANCY DISTRICT RESOLUTION – COMMISSIONER HANSEN

 

MOTION:  A motion was made by Commissioner Rees to allow Chairman Hansen to sign the Weber Basin Water Conservancy District Resolution.  The motion was seconded by Commissioner Davis and unanimously carried.

 

SUBDIVISIONS – GARTH DAY

 

County Planner Garth Day informed the Commissioners that the County will have a lot of subdivisions for final acceptance.  He then explained the subdivision process.

 

Report – Legislative Tour – Commissioner Davis

 

Commissioner Davis reported that one of the benefits of yesterday’s tour with the Legislature is talking with the President of the Utah Senate about issues in South Willard.  Senator Valentine recommended South Willard incorporate.  He said the county should not assume municipal services. He also suggested working with the office of Planning and Budget and will make arrangements.

 

 

RECESS

 

The Commissioners took a recess at 9:55 a.m. and reconvened at 10:00 a.m.

 

PUBLIC HEARING – REZONE BEAVER DAM – COMMISSIONERS

 

Chairman Hansen declared the public hearing to rezone Beaver Dam open at 10:00 a.m.

 

County Planner Garth Day explained this is a petition generated by Box Elder County through a long, long process.  The County has been involved since 1978.  He then explained where the rezoning is located. He said three options were considered.  Option one is to do nothing and leave as MU-40.  Option two is to rezone a portion to an R-R-2.  The third option is to rezone the entire area to an R-R-2. Mr. Day said the rezoning will bring the nonconforming lots into compliance with the zoning.  The Planning Commission and staff recommend option three.

 

Chairman Hansen opened the public hearing to public comment.  There were no comments.

MOTION:  A motion was made by Commissioner Rees to close the public hearing.  Commissioner Davis seconded the motion, and the public hearing was closed at 10:05 a.m.

 

MOTION:  A motion was made by Commissioner Davis to adopt the recommendation outlined in the pink area as recommended by the Planning Commission and staff and direct County Planner Garth Day to write the ordinance and authorize Chairman Hansen to sign the ordinance.  The motion was seconded by Commissioner Rees and unanimously carried.

OUT-OF-STATE TRAVEL – LYNN YEATES

 

Chief Deputy Lynn Yeates requested out-of-state travel for Deputy David Freeze to attend the Underage Drinking Enforcement Training in Tucson, Arizona.  The federal government will pay for all expenses.

 

MOTION:  A motion was made by Commissioner Rees to authorize Deputy David Freeze to attend the Underage Drinking Enforcement Training from August 17-20 in Tucson, Arizona. The motion was seconded by Commissioner Davis and unanimously carried.

 

 

 

 

 

 

 

 

 

OUT-OF-STATE TRAVEL – GINA ALLEN

 

Gina Allen, Director of Solid Waste, asked for permission to attend a Wastecon Conference in Austin, Texas.  Ms. Allen is interested in training for the operation of a Household Hazardous Waste Facility.  A twenty-four hour course is offered during this training event.  She said the Household Hazardous Waste Facility is an integral part of the Public Convenience Center.  The courses are taught by SWANA which will enable her to stay SWANA MOLO certified.  The money is in her budget.

 

MOTION:   A motion was made by Commissioner Rees to allow Gina Allen to attend the Wastecon Conference September 25-29 in Austin, Texas.  The motion was seconded by Commissioner Davis and unanimously carried.

 

PEACH DAYS – MONICA HOLDAWAY

 

Brigham City Area Chamber of Commerce Executive Director Monica Holdaway said she wanted to touch base with the Commissioners regarding Peach Days.  She wanted to make sure it is okay to put the fruit display out on the lawn and maybe one booth on the lawn as well as performances after the parade on the courthouse steps.  She also asked for permission to move the food booths to the parking lot.  She presented a letter from Sheriff Jensen asking for Scuba to have their spot again.

 

The Commissioners gave Ms. Holdaway permission to move forward.

 

CANCELLATION OF AUGUST 23RD COMMISSION MEETING - COMMISSIONERS

 

MOTION:  A motion was made by Commissioner Rees to cancel Commission Meeting on August 23.  The motion was seconded by Commissioner Davis and unanimously carried.

 

WARRANT REGISTER – COMMISSIONERS

 

The warrant register was signed, and the following claims were approved for payment:  Claims number 38750 thru 38811 in the amount of $457,770.71.  Claim number 37416 was voided.

 

ASSIGNMENT REVIEW - COMMISSIONERS

 

The Commissioners reviewed assignments.

 

 

 

 

 

 

 

 

 

 

ADJOURNMENT

 

A motion was made by Commissioner Rees to adjourn.  Commissioner Davis seconded the motion, and the meeting adjourned at 10:10 a.m.
