The Board of County Commissioners of Box Elder County, Utah met in a work session at the County Courthouse, 01 South Main Street in Brigham City, Utah at 8:00 a.m. on JUNE 28, 2005.  The following members were present:

The work session adjourned at 8:59 a.m.

 

Commission Davis called the regular session to order at 9:00 a.m. with the following members present, constituting a quorum:

Commissioner Davis excused Chairman Hansen who was attending a joint highway meeting.

APPROVAL OF MINUTES

 

THE MINUTES OF THE REGULAR MEETING OF JUNE 21, 2005 WERE APPROVED ON A MOTION AS WRITTEN BY COMMISSIONER REES, SECONDED BY COMMISSIONER DAVIS AND UNANIMOUSLY CARRIED.

FOLLOW-UP BUSINESS

 

Park Valley Reconstruction – Lynn Yeates

 

Deputy Sheriff Lynn Yeates reported that ABCO Construction Company will start ground preparation and occupation time is August.  They are waiting for the building to be delivered.  Commissioner Davis would like an ongoing update relative to our budget.  He would like to anticipate any overruns early on.  Deputy Sheriff Yeates said they are attempting to save money by having Andre’ Pommier and the Sheriff’s Maintenance man working on the project.

 

PARK VALLEY AMBULANCE BIDS – LYNN YEATES

 

Deputy Sheriff Lynn Yeates sent out five bids and received two.  He then opened the following bids:

 

Rocky Mountain, Paragonah

$88,900

Ross Equipment, Midvale

$99,851

 

MOTION:  A motion was made by Commissioner Rees to ask Deputy Lynn Yeates to look the two bids over and decide which one fits the County’s needs and to be able to make the decision according to meeting the specifications.  The motion was seconded by Commissioner Davis and unanimously carried.

 

Deputy Yeates said he has $95,000 in grant money for the ambulance.

 

DECLARATION OF SURPLUS PROPERTY – JOHN COLLOM

 

Ida Cannon, Secretary to the Road Department, said Road Supervisor John Collom would like permission for blanket salvaging at the Road Department.  She said the bone yard on the north end of the road shed has a lot of old outfits from the road, sheriff and fire departments that have been collecting for years.  Mr. Collom feels it is very important to clean up the area so there is more room and to maintain good housekeeping.  Mr. Collom has talked to both departments, and they have no problem with him salvaging the old outfits.  The County has the titles to salvage the outfits at Western Metals.  John Collom believes the County will get more money out of salvaging the outfits because it is stuff nobody wants, and it will still be there after an auction or someone will buy the items for a few dollars.  They will salvage the items themselves for a couple of hundred dollars.  He asked the Commissioners for permission to proceed with the salvaging.

MOTION:  A motion was made by Commissioner Rees to declare the items as surplus property.  The motion was seconded by Commissioner Davis and unanimously carried.

 

The Commissioners told Ida Cannon to coordinate with the Auditor’s Office and Carol Duncan and to keep a list of every item that is sold and the amount it sold for.

 

CONFIRMATION OF CHAD MUNNS TO SERVE ON PLANNING COMMISSION COMMITTEE – COMMISSIONER DAVIS

 

Commissioner Davis said Ann Holmgren Jensen has tendered her resignation, and he would like to confirm the appointment of Chad Munns to replace Ms. Jensen on the Planning Commission.

 

MOTION:  A motion was made by Commissioner Davis to appoint Chad Munns to serve on the Planning Commission to fill the unexpired term of Ann Holmgren Jensen.  The motion was seconded by Commissioner Rees and unanimously carried.

 

JUSTICE COURT PETITION CERTIFICATION – LUANN ADAMS

 

County Recorder/Clerk/Surveyor LuAnn Adams presented the official results of the Justice Court Petition.

 

(See Attachment No. 2 – Petition Certification.)

 

She said the number of registered voters in Box Elder County on June 16 was 30,575.  Twenty Percent is 6,115.  Her office received 8,065 signatures.  They determined 6,735 signatures to be valid.

 

MOTION:  A motion was made by Commissioner Rees to accept the certification of the Justice Court Petition from the Recorder/Clerk/Surveyor’s Office.  The motion was seconded by Commissioner Davis and unanimously carried.

 

 

EMERGENCY MANAGEMENT INTER-OPERABILITY – LINDA DOVER

 

Linda Dover and a representative from Nextel came to the Commission table to tell the Commissioners where Nextel is today.  They talked about their public safety community advanced capabilities.  Linda Dover said all cellular calls that are placed go through the public switch telephone network and if it is congested, you cannot get through. Nextel has a walkie-talkie radio that has a built in redundancy.

 

Nathan Hammer, I.T.S., explained that everyone enjoyed the Nextel telephones, but the issue the County had was a billing support issue.  He said there were major billing issues with double billing.

 

Linda explained that Nextel no longer has two billing platforms, and billing issues should no longer be a problem. 

 

The Commissioners recommended that Nathan Hammer review the Nextel system as part of the ongoing evaluation of cellular service.

 

DEPARTMENT OF AG/MORMON CRICKETS – CLINT BURFITT

 

Clint Burfitt, Survey Entomologist, explained that the Mormon cricket infestation pretty much covered the Grouse Creek area from the Nevada Border to Grouse Creek.  He said Mormon crickets damage alfalfa fields and cause a lot of damage to hay crops. He said this year they flew out of Montello, Nevada and treated approximately 40,000 acres of state, private and BLM lands in the Grouse Creek Valley Area.  There were 29,396 BLM acres, 8,814 private acres and 1,246 state lands that were treated in Utah.  Mr. Burfitt informed the Commissioners that the spraying program was a success and said the key to the success in the project was the treatment on private lands.  He thanked the Commissioners for coming up with money to help with the spraying.  He said they were able to solve a critical problem.

 

Mr. Burfitt recommended that going forward the County set aside a small pot so when something comes up they will be able to move in an efficient manner and treat it before it becomes a large problem.

 

Commissioner Davis recognized Commissioner Rees’ efforts in helping recognize and solve the problem.

 

Clint Burfitt said he is now headed out to Lynn.  There are some populations of crickets that they want to treat.

The warrant register was signed, and the following claims were approved for payment:  Claims number 38132 thru 38138 in the amount of $103,138.60.  Claims number 38139 thru 38249 in the amount of $115,859.30.  Claim numbers 35590 - 38021 were voided.

A motion was made by Commissioner Rees to adjourn.  Commissioner Davis seconded the motion, and the meeting adjourned at 10:09 a.m.
