The Board of County
Commissioners of Box Elder County, Utah met in a work session at the County
Courthouse, 01 South Main Street in Brigham City, Utah at 7:00 a.m. on OCTOBER
12, 2004. The following members

APPROVAL OF MINUTES
THE MINUTES OF THE
REGULAR MEETING OF OCTOBER 05, 2004 WERE APPROVED ON A MOTION AS WRITTEN BY COMMISSIONER DAVIS, SECONDED BY COMMISSIONER HANSENAND UNANIMOUSLY CARRIED.

FOLLOW-UP BUSINESS
Garth Day, CDBG Coordinator, presented the Commissioners with the following consolidated capital improvement list. (See Attachment No. 2 – List.) Mr. Day stated that from the list the only project that the County is going to be petitioning is improvements to the Pioneer Care Center. The other items are requests from other agencies.
MOTION: A motion was made by Commissioner Davis to approve the consolidated capital improvement list. The motion was seconded by Commissioner Hansen and unanimously carried.

CLOUD SEEDING – COMMISSIONERS
Bear River Water
Conservancy District Board Member Charles Holmgren said as a member of the Bear
River Canal Company Board of Directors and the Bear River Water Conservancy
District he wishes there was a cheaper and better way of proving that cloud
seeding works. He does support cloud
seeding, especially with the low level of Bear Lake. He said the drought throughout Utah continues to be severe. The level at Bear Lake is approximately
5903.5, below the critical number of 5904.
Water above the 5904 levels is allocated for irrigation purposes in the
Bear River Valley. He said when it came
to the end of July in the Bear River Basin the small irrigation companies in
Cache Valley and West Cache irrigation ran out of their Bear Lake allocation and
the Bear Rival Canal had to shut out those that had junior rights. He said they had to do what was needed to
conserve water for our shareholders and couldn’t help the 350 irrigators in
Cache with irrigation from Bear Lake.
He said as a token in helping the Cache County farmers; he feels we
should go with cloud seeding.
Clint Burt said
there is no concrete proof that cloud seeding does any good, but he feels
personally it is worth it. He said
through good water management, crop planning and conservation on the part of
the irrigators this year, the county was able to make it through the season
better than predicted. However, there
is a real threat of not having any water in Bear Lake for irrigation next year
without a good hard winter. The impact
to agriculture in Box Elder County would be catastrophic. He said the report has shown that in sixteen
seasons, an average of 10% increase in snow water content in the Cache-Eastern
Box Elder County target area and an average 18% increase in snow water content
in the Northwestern Box Elder County for twelve seeded seasons. He said a study published by the Utah
Division of Water Resources estimated that the cost of the additional runoff
being produced by the cloud seeding programs in Utah is costing approximately
$1.00 per acre-foot. Mr. Burt said
Randy Julander from
the state said it does increase measurements.
The Conservancy District is supporting cloud seeding and feels it is
important to support Cache County and the state.
Commissioner Davis
said the Commissioners are looking to the Bear River Water Conservancy District
for their research and opinion as the experts in water
MOTION: A motion was made by Commissioner Hansen to accept the cloud seeding proposal as
rendered by North American Consultants and authorize payment of $12,000 for
this year’s operation. The motion was
seconded by Commissioner Davis and
unanimously carried.
NARCOTICS STRIKE
FORCE AWARD – SHERIFF JENSEN
Sheriff Jensen said in 2000 Box Elder County separated from Cache County and created a Box Elder County Drug Strike Force. He said they do a great job, and they received an award at their convention.
Dave Murphy, Field Commander, said the Box Elder Strike Force consists of two full-time agencies and are hoping to get another full-time agency in Tremonton. Dave Murphy said they recently had the Utah Narcotics Conference where all the strike forces do training and Box Elder County Strike Force was presented with an award for outstanding cooperation with other strike forces. He said through the dedication of the officers and support of the County Commission Box Elder Strike Force has made quite a dent in the drug trafficking in Box Elder County. Dave Murphy said the Box Elder County Strike Force is understaffed.
OUT-OF-STATE TRAVEL
– SHERIFF JENSEN/PEGGY MADSEN
Sheriff Jensen and
Personnel Director Peggy Madsen asked for permission to send Carol Duncan and
Barbara Hereford to a one-day police budgeting conference in Meridian, Idaho on
November 12. This conference is sponsored
by the Idaho Police Officer’s Academy. Sheriff Jensen said with the number of
budgets increasing, he feels there is a need for training to continue to
upgrade things and keep up with police budgeting. Sheriff Jensen feels it is important to budget and account for
the Public Safety Budget.
MOTION: A motion was made by Commissioner Davis to approve the out-of-state travel for
training purposes for Barbara Hereford and Carol Duncan in Meridian, Idaho on
November 12, 2004. The motion was
seconded by Commissioner Hansen and
unanimously carried.
BEAR RIVER WATER
CONSERVANCY REAPPOINTMENTS – COMMISSIONER HANSEN
Commissioner Hansen said there are three people from the Bear River Water Conservancy District that have terms expiring and have expressed an interest in staying with the conservancy district. They are Lowell Lemon, Clint Burt and Charles Holmgren.
MOTION: A motion was made by Commissioner Hansen to reappoint Lowell Lemon, Clint Burt and
Charles Holmgren for a four-year term.
The motion was seconded by Commissioner
Davis and unanimously carried.

ADJOURNMENT
A motion was made
by Commissioner Hansen to adjourn. Commissioner
Davis seconded the motion, and the meeting adjourned at 10:00 a.m.
