                        BOX ELDER COUNTY COMMISSION

The Board of County Commissioners of Box Elder County, Utah met in a work session at the County Courthouse, 01 South Main Street in Brigham City, Utah at 8:00 a.m. on APRIL 27, 2004.  The following members were present:

The work session adjourned at 8:59 a.m.

 

The regular session was called to order by Chairman Rees at 9:00 a.m. with the following members present, constituting a quorum:

APPROVAL OF MINUTES

 

THE MINUTES OF THE REGULAR MEETING OF APRIL 20, 2003 WERE APPROVED ON A MOTION BY COMMISSIONER DAVIS, SECONDED BY COMMISSIONER HANSENAND UNANIMOUSLY CARRIED WITH THE FOLLOWING CORRECTIONS: UNDER FINDINGS/SURPLUS PROPERTY THE MOTION SHOULD READ, “ON PARCEL 05-044-0028 TO THE LARSENS:”, UNDER ACCESS MANAGEMENT PLAN,

 

THE NEXT TO THE LAST LINE SHOULD READ, “GROUND SWELL OF DISCONTENT”, UNDER 911 ORDINANCE UPDATE, THE FIRST SENTENCE SHOULD READ, “LOCAL WIRELESS EXCHANGE ACCESS LINE”.

PROCLAMATION/GOLDEN SPIKE DAYS – MARY RISSER

 

Mary Risser, Golden Spike National Monument Site Superintendent, asked the Commissioners to declare April 30-May 10 as Golden Spike Days in Box Elder County in commemoration of the 135th Anniversary of the May 10, 1869 driving of the Golden Spike at Promontory Summit, Utah Territory.  The proclamation was then read.

MOTION:  A motion was made by Commissioner Hansen to declare April 30-May 10 as Golden Spike Days in Box Elder County.  The motion was seconded by Commissioner Davis and unanimously carried.

Mary Risser said Mike Johnson would be the keynote speaker.  He is speaking about the Mormon Contractors’ contribution.  A champagne photo will be taken with the descendants of the contractors.  The 4th graders from Box Elder County will be at the site on Thursday, May 6.

 

It was noted that a Dutch-Oven dinner tour at the Golden Spike has been arranged during the Western Interstate Region Conference for county officials.

 

 

 

 

 

 

RURAL FIRE ASSISTANCE – MARY RISSER

 

Mary Risser, Golden Spike National Monument Site Superintendent, wanted to recognize the inmate work crew program through the Sheriff’s Office.  She said it is a wonderful program.  They had three inmates and a deputy come out to the Golden Spike and help excavate one of the metal grate culverts. They found the largest wooden structure in the park and were able to reconstruct half of it.  She said the program is a good source of labor and it was a good experience for the inmates and the Golden Spike Employees.

 

Ms. Risser said she has been given money for the Rural Fire Assistance Program.  This year she will be receiving $18,500 for four of the volunteer fire departments:  $5,000 - Box Elder County, $9,000 - Thatcher/Penrose, $2,500 - Corinne and $2,000 - Garland. She informed the Commissioners this is the last year the funds will be available.  They have been reassigned to FEMA.  Ms. Riser said she needed a signature from the County in order to get the transfer of funds.  Chairman Rees signed the Cooperative Agreement Modification. 

 

The Commissioners said they appreciated Mary Risser and thanked her for her assistance in the funding.

 

OLDER AMERICAN MONTH – NANCY GREEN

 

Nancy Green, Director Brigham City Senior Center, asked the Commissioners to declare May as Older American Month in Box Elder County.  She said they will kick off the Golden Spike Celebration with a pancake breakfast from 7:00 - 11:00 a.m.  They plan to serve over 500 people, and use this event as a fundraiser for the Senior Center Program that continues to grow as we are getting more seniors in the area.  Ms. Green said in 2002-03, which ended September 30, they had served 31,924 meals-on-wheels to 274 people. They served 38,729 congregant meals with 1,007 participants.  The Senior Center had over 18,000 volunteer hours last year with 350 volunteers. 

 

Nancy Green read a proclamation proclaiming May as “Older American Month”.

MOTION:  A motion was made by Commissioner Davis to declare May 2004 as Older American Month.  The motion was seconded by Commissioner Hansen and unanimously carried.

 

 

 

 

 

BID OPENING/MOBILE COMMAND VEHICLE – RODGER HARPER

 

Rodger Harper, Fleet Management, said seven requests for proposal were sent, and they have received three back.  Mr. Harper then opened the following bids:

 

Dodgen Industries

   $148,925

 Five-R-Inc.

   $198,000

 Emergency Manufacturing Equipment

   $153,635

 

MOTION: Commissioner Hansen made a motion that the Homeland Security Executive Board review the bids and come back with recommendations to the Commissioners.  The motion was seconded by Commissioner Davis and unanimously carried.

 

APPROVAL OF ELEVATOR CONTRACT – DENTON BEECHER

 

MOTION:  A motion was made by Commissioner Davis to approve the annual renewal of the elevator service contract with Carson Elevator Company.  The motion was seconded by Commissioner Hansen and unanimously carried.

 

TAX DEFERRALS – ROGER HANDY

 

MOTION:  A motion was made by Commissioner Davis to table the tax deferrals and to reschedule in one week on the work session and regular commission meeting.  The motion was seconded by Commissioner Hansen and unanimously carried.

 

INDIGENT BURIAL – LORNA RAVENBERG

 

MOTION:  A motion was made by Commissioner Davis to table and reschedule in one week.  The motion was seconded by Commissioner Hansen and unanimously carried.

 

APPONTMENT OF SATELLITE REGISTRARS - LUANN ADAMS

 

MOTION:  A motion was made by Commissioner Hansen to appoint Beth Ballard as an Election Satellite Registrar.  The motion was seconded by Commissioner Davis and unanimously carried.

 

WARRANT REGISTER – COMMISSIONERS

 

The warrant register was signed, and the following claims were approved for payment:  Claims number 30755 thru 30794 in the amount of $401,521.99. Claims number 30795 thru 30916 in the amount of $84,810.64.  Claims number 30790 and 30909 were voided. 

 

 

 

PERSONNEL ACTIONS – COMMISSIONERS

WEED/ROAD DEPT:         Tyler Nielsen, re-hire, effective 04/26/2004

 

ASSIGNMENT REVIEW - COMMISSIONERS

 

The Commissioners reviewed assignments.

 

ADJOURNMENT

 

A motion was made by Commissioner Hansen to adjourn.  Commissioner Davis seconded the motion, and the meeting adjourned at 10:23 a.m.
