Certified/Licensed Appraiser

 

Box Elder County has an opening for a full-time Certified/Licensed Appraiser. The full-time Certified/Licensed Appraiser works under the general guidance and direction of the County Assessor. The Certified/Licensed Appraiser’s guidelines are set by the State, and will perform technical work in the appraisal of improved and unimproved rural, residential, commercial, industrial and real property in Box Elder County to determine market value for county tax purposes.

GENERAL PURPOSE

 

Within the guidelines set by the State, performs technical work in the appraisal of improved and unimproved rural, residential, commercial, industrial and real property in Box Elder County to determine market value for county tax purposes.

 

SUPERVISION RECEIVED

 

Works under the general guidance and direction of the County Assessor.

EXAMPLE OF DUTIES

 

Performs appraisals of all types of real property using the most appropriate valuation methodology.

 

Interprets maps and land plats for valuation purposes; identifies and locates property needing assessment; ascertains highest and best use for individual properties; inspects buildings and land within the County; determines and establishes fair market value on real property within the County; computes assessed valuations; classified and values properties with changed legal descriptions.

 

Promotes public and private understanding of real estate values; handles taxpayer complaints; reviews affidavits and application pertaining to perspective valuation changes.

 

Analyzes real properties appealed to the Board of Equalization; formulates opinion and recommends valuation of "fair market value" using market, income, and cost approaches to value; corresponds with taxpayers as to justification of "fair market value".

 

Performs other related duties as assigned.

 

MINIMUM QUALIFICATIONS

 

            1.         Education and Experience:

 

                        A. Graduation with a Bachelors degree

                        From an accredited College or University.

 

                                                                          AND

 

                        B.        Five (5) years of appraisal experience.

 

                                                                           OR

 

                        C. Any equivalent combination of education/experience.

 

            2.         Certification Requirements:

 

A. Certification through the Utah State Tax Commission or to be able to obtain such certification with one year of hire date.

           

                        B.  Be a licensed appraiser through the Utah Division of Real Estate.

 

            3. Necessary Knowledge, Skills and Abilities:

 

                        Thorough knowledge of basic mathematics; working knowledge of real estate appraisal.  Mental application requires considerable mental concentration and initiative in the evaluation of buildings, recommendations to the Assessor.  Skill, knowledge and ability to use personal computer and mainframe system to facilitate appraisal process.

 

                        Ability to follow written and verbal instructions; ability to communicate effectively, verbally and in writing.  Considerable knowledge of public relations and interviewing principles, methods, and techniques, general communication skills.  Ability to apply principles, methods, and techniques of effective supervision and personnel practices.

 

                        Considerable knowledge of: research principles, methods, and techniques in relation to real property, including report writing.  Methods of land appraisal, including the terrain, capacity of the soil and comparable value. 

 

                        Building cost estimating, inspection, and methods of appraisal, including basic business mathematics, construction materials, blueprint reading, and drafting principles and terminology.

 

                        Knowledge of real property descriptions and records, including zoning laws and regulations, surveying and mapping principles.

Physical requirements are those normally expected in an administrative office atmosphere with lifting not to exceed 40 pounds. Occasionally the employee may be required to walk, hike or climb different types of terrains especially while doing field work.

 

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception.

 

SPECIAL REQUIREMENTS

           

Must be bondable.

Must have valid Utah driver’s license.

 

Working environment requirements include out-of-doors working in all kinds of weather conditions; frequent travel is required.
