Job Description :

Box Elder County has an opening for a Full-Time Operations Team Leader at the Fairgrounds. The Operations Team Leader assists in the planning, organizing, and supervision of operational functions at the Fairgrounds; performs a variety of duties in coordinating Fairgrounds activities and events including marketing and soliciting sponsorships; assists in preparation of events; oversees preparation of building, grounds, and coordination of logistical needs for fair events, exhibits and vendors; performs a variety of administrative duties including program development/evaluation, employee training, and supervision.

 

Applicants should have an Associate’s degree from an accredited college or university with a degree in business, marketing, event planning, recreation or closely related field; one (1) year of experience in public event planning, finance/accounting, business office, or professional marketing experience; and knowledge of general maintenance or a directly related field.  Applicant should have a valid CDL or the ability to get one quickly.  Flexible schedule including night and weekend work is required for this position.

GENERAL PURPOSE

The Fairgrounds Operations Manager will assist in the planning, organizing, and supervision of operational functions of the Fairgrounds; performs a variety of duties in coordinating Fairgrounds activities and events including marketing and soliciting sponsorships; assists in preparation of events; oversees preparation of building, grounds, and coordination of logistical needs for fair events, exhibits and vendors; performs a variety of administrative duties including program development/evaluation, employee training and supervision. 

SUPERVISION RECEIVED

Under the general guidance and direction of the Fairgrounds Director performs a variety of duties in coordinating Fairground activities and events working with the public to utilize fairgrounds for the best interest of Box Elder County and citizens.

SUPERVISION EXERCISED

Supervises permanent and seasonal employees; oversees and coordinates with Inmate Work Crew Supervisor and crew as needed. 

EXAMPLE OF DUTIES

  •          Plans, organizes, implements and supervises operational functions of the Fairgrounds including maintenance of buildings and facilities.
  •          Oversees employee training and safety programs; schedules and reviews the work of subordinate staff; ensures safety programs are adequate and implemented.
  •          Performs a variety of bookkeeping activities, including receiving payments, counting cash drawer, preparing deposits and forms;collects and receipts fees, maintains facility information via computer.
  •          Oversees and coordinates the work of volunteers and vendor activities during the fair and other events; supervises the work of other employees and inmate workers. 
  •          Assumes an assisting role in scheduling, marketing and soliciting sponsorships for the fairgrounds usage and other special events; contacts businesses and organizations and solicits support and participation. 
  •          Is responsible to make recommendations to Fairgrounds Director to develop and implement policies, rules, regulations which govern usage of fairgrounds and events.  
  •          Actively promotes use of the Fairgrounds facilities and provides interested parties with all pertinent information regarding fees and rules/regulations governing the use of Fairgroundsfacilities. Rents buildings to individuals and groups; ensures Rental Agreements are completed and signed; collects rent and deposits.  Follows rental rate schedule as set by the County Commission.
  •          Schedules and coordinates all aspects of Box Elder County Fairgrounds and other exhibitions and events throughout the year working closely with the Fairgrounds Director to accommodate the needs of citizen groups, the Fair Board and volunteers.  Schedules use of grounds areas, grandstand, arenas, stall rentals,   and other facility use;
  •          Develops and promotes working relationships with various groups included but not limited to, high school rodeo club, 4-H clubs, FFA, rodeo organizations, and dance groups, Box Elder County Sheriff’s Mounted Posse, Horse and Livestock organizations and the Fair Board.
  •          Assists with budget preparation for the fairgrounds facility; prepares requisitions and purchase orders via county accounting software.
  •          Assists in preparation for and execution of annual county fair.
  •          Determines space, equipment and labor requirements for proposed activities. 
  •          Provides and coordinates specialized labor and/or equipment when necessary.
  •          Develops and follows program to maximize use of facilities.  Works with Fairgrounds Director to oversee the preparation of facilities for special events (rodeo queen contests, rodeos, concerts, truck pulls, various livestock events,etc.) including set-up, take-down/clean-up, and rapid reset for back-to-back events.  Must be familiar with and know how to operate county equipment and miscellaneous implements in maintaining and preparing grounds.
  •          Enforces rules and regulations to ensure a safe, pleasant environment for patrons.
  •          Coordinates and assists in the preparation of arenas, race tracks and buildings for various events and this includes helping facility patrons.
  •          Coordinates and assists in the maintenance, safety and professional appearance of the facility which includes picking up garbage, cleaning horse stalls after use and laying new sawdust in stalls, cleaning fence lines and fairgrounds of litter.  Assists in all phases of general maintenance and cleaning at fairgrounds, including restrooms.
  •          Coordinates a regular maintenance, cleaning schedule of equipment used at the fairgrounds, those being county owned or leased equipment.
  •          Other duties as assigned.

MINIMUM QUALIFICATIONS

  1.     Education and Experience

 

  1.     Graduation with an Associate’s Degree from an accredited College or University with a degree in business, marketing, event planning, recreation or a closely related field.
  2.     One (1) year of full-time public event planning, finance/accounting, business office, or professional marketing experience and knowledge of general maintenance or a directly related field; or an
  3.     Any equivalent combination of education/experience.

 

  1.      Necessary Knowledge, Skills, and Abilities:

 

Knowledge of modern office practices and procedures; working knowledge of grammar, spelling and punctuation.  Ability to make mathematical computations; ability to follow written and oral instructions.

 

Ability to establish and maintain working relationships with employees, other agencies and the general public.  Must have excellent people skills with patrons who come into the office and fairgrounds; ability to communicate effectively, verbally and in writing.

 

Ability to efficiently operate personal computers and printers.  Working knowledge of Microsoft Office, spreadsheets or database software, e-mail.

 

Must have general knowledge of facility maintenance, i.e. plumbing, electrical, painting, and carpentry, etc.

 

Working knowledge of building and grounds utilities and maintenance and repair problems and techniques, and some knowledge of operation of small trucks, front end loaders, skid loaders, tractors. 

 

Skill in using hand tools and power tools utilized in building and grounds construction and maintenance equipment having working knowledge of safety precautions around power hand tools.

 

Ability to perform strenuous labor for extended periods of time and in all types of weather conditions.

 

Ability to establish and maintain effective working relationships with fellow employees, other agencies and the public, and accept constructive criticism.

Physical requirements are to be able to lift 75 pounds.

Must be required to work outside in all types of weather conditions.
Must pass background check.
Must have a valid Utah Driver’s License.
Must have or able to get a CDL within a short period of time.
